Capital Improvement Projects (CIP)
The City of National City’s Capital Improvement Program, or CIP, represents a “sliding” five-year budgeting process for establishing the City’s capital priorities and financing plan. The first year of the five-year program represents the “approved” capital budget, which is incorporated into the City’s annual budget. Projects slated for subsequent years in the program are for planning purposes only and do not receive expenditure authority until they are allocated funding through future capital budgets approved by City Council. Prior to City Council approval, the CIP must go to the Planning Commission for a General Plan Consistency Review per National City Municipal Code 16.06.020(B). The goal of the CIP is to identify, prioritize and coordinate the financing and timing of major public improvements. The CIP addresses the repair, replacement and expansion of the City’s physical infrastructure system, which includes, for example, streets, sewers, storm drains, lighting, buildings and parks.
